Compliance & Regulatory Requirements

Partners are solely responsible for ensuring adherence to all necessary regulatory requirements.

Who needs to file?

Federal Communications Commission (FCC): Providers of interconnected VoIP service and wired or wireless local exchange telephone service.
Universal Service Administrative Co. (USAC): All intrastate, interstate, and international providers of telecommunications services in the United States.

Obtain a '499 Filer ID' by registering with:

STEP 1: Register with the Federal Communications Commission (FCC)
Submit a 477 Form to receive an 'FCC Registration Number (FRN)'. This must be done prior to registering with the USAC.

STEP 2: Register with the Universal Service Administrative Co. (USAC)
Submit a 499 A Form to obtain an 'FCC Filer ID' and an outline of the company's filing requirements.

Which Forms Must Be Filed?

- 499 A (due April 1st)
  Used to report the company’s actual revenue billed during the prior calendar year. This form is filed annually.
- 499 Q (due quarterly on the first day of Feb, May, Aug, & Nov)
  Used to forecast the company’s revenue for the next calendar quarter. This form is filed quarterly.

We take care of monthly billing and tax assessment, in addition to offering a branded billing portal for your customers to easily access invoices or make payments.

This program is ideal for partners who may not have the necessary infrastructure or resources to manage complex billing scenarios, or those who prefer not to handle their own billing and tax engine. While ESI takes care of the billing process, partners are still responsible for meeting regulatory filing requirements and complying with all relevant regulations.

The 'Bill On Behalf Of' program includes the following services:

Branded Customer Invoicing.
Branded Customer Billing Portal for customers to view/download invoices, make payments or enroll in Auto-Pay.
Access to ESI's tax engine to ensure accurate tax calculations.
